Former Waupun police captain found guilty of sexual assault

JUNEAU, Wis. - A former Waupun police captain has been sentenced to six months in jail for sexually assaulting a 15-year-old girl.
John Belsma, 62, entered no contest pleas last month in Dodge County Circuit Court to fourth-degree sexual assault and disorderly conduct. He was sentenced Tuesday.
Belsma worked as a Waupun police officer for almost 30 years, retiring in 2000.
The girl's mother told police that she believed that Belsma sexually assaulted her daughter in July 2006 while the girl was sitting in a parked car, according to a criminal complaint.
The girl told a Dodge County Sheriff's detective that Belsma commented on her shirt while she was sitting in a car and told her "I know I shouldn't do this" before grabbing her left breast, the complaint said.
In the month before, Belsma offered the girl condoms, asked her to look at a pornographic magazine, called her "a hot chick" and asked about her breast size, she said in the complaint. Belsma also told the girl about his visit to an area strip club and asked whether she planned to imitate the dancers, the complaint said.
Belsma told the detective he only touched the girl's shoulder to tell her that the vehicle's motor was getting hot, the complaint said.
