REDUCING THE NUMBER OF LICENSED NURSING HOME BEDS AT ROCK RAVEN
WHEREAS, Rock Haven is currently licensed for 156 nursing home beds; and,
WHEREAS, current research on nursing home quality indicates that facilities with 100-125 beds consistently produce higher quality outcomes for residents; and,
WHEREAS, reducing the number of licensed beds in Rock Haven from 156 to 130 would result in many positive changes for residents and staff, including quality care, continuity of care, and more private rooms; and,
WHEREAS, the current resident census is ideal for making this change now, as the number of vacant beds and planned discharges will ensure that no residents are involuntarily discharged; and,
WHEREAS, the current number of nursing vacancies and the difficulty in recruiting and retaining staff, which is exacerbated by the national nursing shortage, makes this an opportune time to reduce the size of the nursing home as positions would remain available for current staff, and,
WHEREAS, new State policies and changes to Medicaid funding will reduce the pool of citizens who qualify for nursing home services in the future, necessitating a change in the services that Rock Haven provides to sub-acute care, short-term rehabilitation and dementia care; and,
WHEREAS, downsizing Rock Haven will result in an estimated savings in the property tax levy of $200,000 annually.
NOW, THEREFORE, BE IT RESOLVED that the Rock County Board of Supervisors duly assembled this 8 day of February, 2007, does hereby authorize the reduction in licensed beds at Rock Haven from 156 to 130 and directs staff to take the necessary action with the State to accomplish this.
