Sho-Deen plan stalled

DELAVAN TOWNSHIP-The Delavan Town Board will not take action on Sho-Deen's conceptual plan at Tuesday's meeting.

In a letter to Town Chairman John Pelletier, Sho-Deen Construction President Dave Patzelt asked the town to delay a decision until after the April 3 election. That will give Sho-Deen time to explain the plan to newly elected or re-elected board members, Patzelt said. It also will give Sho-Deen time to explain plans to representatives of the cities of Delavan and Elkhorn.

The board will hold a special meeting at 7 p.m. Tuesday at the Delavan Town Hall, 5621 Town Hall Road. After a communication and citizen comment period, the board will go into closed session to prepare for a tentatively planned meeting with the cities of Delavan and Elkhorn, as well as another agenda item.

The joint town and cities meeting will allow the three municipalities to discuss development in the area, Elkhorn City Administrator Sam Tapson said. The meeting will likely take place at 7 p.m. Thursday, March 22, Tapson said, although details are still being discussed. The location will be Phoenix Middle School, 414 Beloit St., Delavan, Tapson said.

Tapson expects staff and leaders to discuss their concerns and create an agenda before the meeting.

The Geneva, Ill.,-based Sho-Deen is proposing a 4,770-unit residential development on the Delavan Lake inlet. The 2,000-acre development is entirely within Delavan Township.

Zoning does not exist in Walworth County to allow the development density proposed in the plan. The town and county would have to approve rezoning.

The plan has prompted discussion of possible incorporation of the town. The town board has appointed an ad hoc committee to learn about incorporation options. Members are Pelletier as chair, Don Deichsel, Dick Hummel, Kevin MacKinnon and Lowell Sweet.

The committee has not met.
